Pia, hatua hiyo inatokana na kutokuwapo kwa ukaguzi
wa vifaa mbalimbali vya ujenzi yakiwamo matofali ya saruji yanayotumika katika
ujenzi wa nyumba hizo.
Uchunguzi uliyofanywa na Mwananchi hivi karibuni
jijini Dar es Salaam na baadhi ya maeneo nchini, umebaini kuwepo kwa ongezeko
kubwa la biashara holela ya matofali yanayotengezwa kwa ubora hafifu.
Uchunguzi pia unaonyesha kutokuwapo kwa usimamizi
wa kutosha katika sekta ya ujenzi nchini ni moja ya vyanzo vya watu kufanya
biashara ya vifaa vya ujenzi kiholela.
Biashara hizo ni pamoja na uuzaji wa matofali yasiyokuwa na viwango kutokana na kukosa udhibiti maalumu.

Moja ya mambo yanayosababisha matofali yanayotumika
katika ujenzi jijini Dar es Salaam kuonekana kuwa hayana ubora ni utengenezaji
wa matofali hayo.
Imegundulika kuwa saruji inayotumika katika
utengenezaji huo ni ndogo na mchanga unakuwa mwingi kwa lengo la kutengeneza
matofali mengi ili kupata faida.
Wakati uchunguzi huo ukionyesha hivyo Mwananchi,
ilimtafuta Msajili wa Bodi ya Usajili wa Wakandarasi (CRB), Mhandisi Boniface
Muhegi, ambaye alishauri kufanyika kwa uchunguzi wa bidhaa zinazotumika katika
ujenzi.
Muhegi anasema “Ili kuepusha madhara hasa kuanguka
kwa majengo ni vyema Shirika la Viwango Tanzania (TBS), likachukua hatua ya
kufanya ukaguzi wa vifaa vinavyotumika kwenye ujenzi ili kuongeza usalama
katika masuala ya ujenzi.
Anasema ili kuhakikisha kuwa majengo yanakuwa
salama, ni vyema watu wakatumia wakandarasi waliosajiliwa ili kuwabana wakati
kunapotokea madhara.
“Sisi tunashauri kwamba kama mtu anataka kujenga
nyumba amayo ni salama, ni vyema akatumia wakandarasi waliosajiliwa ili iwe
rahisi kuwabana wakati tatizo lolote linapojitokeza,”anasema.
Mhandisi Muhegi anasema “Ni vyema wananchi nao wakatambua
kwamba matumizi ya vifaa visivyokuwa na viwango sio salama kwa maisha yao”.
Anasema kila mmoja aone haja ya kutumia vifaa
vyenye ubora ili kujihakikishia usalama wa makazi yake na kuepusha kutokea kwa
majanga mbalimbali.
Kama
tutakuwa makini katika matumizi ya vifaa bora vya ujenzi tutakuwa na makazi
salama na tutaepusha majanga mbalimbali.

29 mwaka huu jengo la ghorofa 16 liliporomoka jijini Dar es Salaam na
kusababisha vifo vya watu zaidi ya 30.
Febuari
17 mwaka huu, jengo lingine la ghorofa tatu liliporomoka huko Sinza Mori Dar es
Salaam na kusababisha kifo cha mtu mmoja na wawili waliokolewa na vikosi vya
uokoaji.
Mwaka
2006 Waziri Mkuu Mizengo Pinda aliunda tume ya kufuatilia ujenzi wa maghorofa
na kubaini kuwa zaidi ya majengo 100 jijini Dar es Salaam yamejengwa bila
kuzingatia vigezo.

WANAUME NENDENI KLINIKI MTAMBUA
AFYA ZA WAKE ZENU`

Wanaume wameshauriwa kushiriki kliniki ili waweze
kutambua afya za wake zao wanapokuwa wajawazito badala ya kuwatelekeza.
Ushauri huo ulitolewa jana na Meya wa manispaa ya
Dodoma, Emanuel Mwiliko, wakati alipokua akifungua kambi ya kupima afya kwa
akina mama na watoto mjini hapa.
Mwiliko alisema kuwa kumekuwapo na tatizo kubwa kwa
wanaume wengi nchini kuwa wazito kwenda kliniki hali inayosababisha wasiweze
kujua afya za wake zao wanapokuwa na matatizo.
Alisema kuwa ifike wakati wanaume wabadilike kutoka
katika mtazamo walio nao hivi sasa na kuanza kushiriki kuwapeleka wake zao
kliniki ili waweze kuzitambua afya za wenzi wao.
“Sisi akina baba tumekuwa mstari wa nyuma katika
kushiriki kliniki hivyo natoa wito tujitokeze katika kushiriki kliniki sisi na
wake zetu hali ambayo itatusaidia kujua afya zao zinaendeleaje,” alisema
Mwiliko.
Aidha alitoa wito kwa jamii kuwa karibu na akina
mama wajawazito ili kuhahakisha kuwa wanajifungua salama.
“Tuhahakishe kuwa tunafuatilia afya za akinamama
wajawazito kabla na baada ya kujifunga ili kuweza kuwasaidia katika kuwalea
watoto wao katika afya iliyo njema,” alisema.
Naye meneja wa hospitali ya Agha khan mkoani hapa
ambao wameandaa kambi hiyo ya kupima afya bila malipo kwa wananchi, Kibe Abel,
alisema kuwa lengo ni kuwasogezea wananchi huduma karibu.
Abel alisema kuwa huduma hizo zinatolewa kupitia
mradi wa tuunganishe mikono katika kuboresha afya ya mama na mtoto (JHI) kwa
ufadhili wa Shirika la Maendeleo la Canada (CIDA).
“Huduma tunazo zitoa ni kupima watoto na akimama
wajawazito pamoja na kutoa elimu jinsi gani akina mama wanaweza kunyonyesha na
namna ya kuwalea watoto wao katika afya nzuri,” alisema Abel.

PINDA UNVEILS TEAM TO PROBE EXAMS FIASCO

Dare esSalaam. Prime Minister Mizengo Pinda yesterday unveiled a 15-member team
he appointed last week to find out why students who sat for last year’s Form
Four national examination failed massively.
The team is made up of members from institutions
involved in education matters and the parliamentary Social Services Committee
from both Tanzania Mainland and Zanzibar. The commission will be chaired by
executive secretary of the Tanzania Commission for Universities (TCU), Prof
Sifuni Mchome.
Other members of the team, which starts work
immediately, include Special Seats MP Bernadetha Mushashu, who will be vice
chairman, Appointed MP James Mbatia and Kibiti MP Abdul Marombwa.
Others are Prof Mwajabu Possi from the University
of Dar es Salaam, Ms Honoratha Chitanda from the Tanzania Teachers Union (TTU),
Ms Daina Matemu from the Tanzania Heads of Secondary Schools Association
(Tahossa) and Mr Mahmoud Mringo, who represents the Tanzania Association of
Managers and Owners of Non-governmental School/Colleges (Tamongsco).
On the list of members also are, Mr Rakhesh Rajani
from Twaweza - an NGO which facilitates large-scale and citizen-driven change,
Mr Peter Maduki, Mr Nurdin Mohamed and Mr Suleiman Hemed Khamis from the
Zanzibar House of Representatives. Others are Mr Abdalla Hemed Mohamed, Mr
Mabrouk Jabu Makame and Mr Kizito Lawa.
The PM tasked the team to find a lasting solution
to the alarming decline in the quality of education and poor examination
performance from 2010 to date.
Speaking in a meeting that was also attended by the
minister for Education and Vocational Training, Dr Shukuru Kawambwa, the PM
said, that the problem of poor results, contrary to most people’s views, was
not affecting government owned schools only, but also those owned by private
organisations and religious institutions, including seminaries.
“I went through available data and learnt that
since 2005, when the Fourth Phase government assumed power, to 2009, most
schools did very well…things started going wrong in 2010 through 2012,” he said.
According to Mr Pinda, Terms of Reference (ToR) for
the commission that has been given six weeks to complete its work and submit a
report; will be to look into the reasons for poor performance in examinations.
Another ToR is to find out why the rate of poor
performance has been increasing, how the education system operates at the
district level, and whether transfer of education operations from the ministry
to local governments contributed to poor results.
The team will also have to see whether the
country’s education curricula are up-to-date and whether the measurement system
is appropriate.
The team has also been tasked to find out if
current teaching environments and teaching methods contribute to poor
performance.
